I'd comment on the sheer number of contradictory statements made by the OP with each successive post, but anyone with half a brain can see them plain as day. Schizophrenia maybe? I digress.
As far as I'm concerned L4 missions are fine the way they are. In my experience with the few NPC corps I've run missions for, the L4 Agent quality is already distributed with most of the high quality agents being in low sec. If there are any 10+ quality agents in High Sec, I'd agree that they should be moved to .4 or lower. I was running L4s with a -7 quality agent in high sec, and the rewards were **** poor for the risk involved for me as a 2 month old player. I made the move to low sec, and talked the majority of my corpmates into following with me to a system that has three Q20 level 4 agents (Why 3 of them? Beats me, it's kind of stupid since all 4 are on the same faction and give out the same mission type in the same station), and I couldn't be happier now that I'm getting 2-3x the reward per mission with the same risk. I'd have to say that's pretty well balanced contrary to what the OP might want you to think. Loot drops also "seem" to be better overall, but it's hard to really gauge as I never really kept any hard numbers from my mission running in high sec to compare with.
Sure, we have to deal with the occasional roaming band of pirates/gankers looking for a quick thrill or ransom, but we try to stay organized and put up a unified front against these occasional bullies. I find the occasional PvP experience to be invaluable anyway, as with each successive encounter I walk away having learned something. Each encounter also gives me more control over my actions during 'crunch time' and I find myself working more reliably on gut reaction than fumbling randomly trying to hit the right buttons to make the bad guy go pop before I do. Every ship lost is just another lesson learned in my book, but without the cash I generated mission running in high sec I wouldn't be able to afford to pilot the BS I currently fly, and I wouldn't be able to even attempt L4s in the first place with my now 3 months of SP training.
Long story short, missions runners are as much an integral part of this game as pirates. Some will come to low sec and try their hand at PvP, some will hide in high sec and continue to generate cash and T1 named mods for people who have more money than time on their hands to grind missions, PvP, trade, etc. I hold no grudge against those folks, as they keep the economy chock full of goodies for me to buy when I lose my next fight.
